During Tropical Storm Irene the small creek the runs through downtown Rochester caused severe damage to several homes in downtown Rochester. Beth Frock and Jon Graham lost their home when the flood waters eroded their foundation and collapsed their house into their neighbor’s home. This is an example of how even within urban areas small creeks pose great threats. Setbacks for new development can help prevent tragedies like this one in the future.
